Materials and Manufacturing
Bag size affects cost based on the amount of raw materials (namely paper and inks) used and manufacturing rates. A small bag will be more economical than a large bag.

Standard and Non-Standard Sizes
As long as the minimum quantity is met for a non-standard bag size, the cost impact for equipment and material changes will be offset by order volume.
